Title IV-B Recruitment and Retention Planning
Many States seek our assistance developing their Title IV-B recruitment and retention plans. In these cases, our work often involves leading strategic planning efforts and facilitating focus groups to incorporate stakeholder input.
Whether we’re assisting a State in transitioning through public-private partnerships or creating greater consistency across county-based systems, our consultants provide key insights and perspectives during the assessment and planning stages. Once on-site, our consultants work to develop concrete goals, strategies, and action plans to address the top priority issues. After our on-site work ends, we continue to provide assistance with follow-up reviews to determine the effectiveness of the plans.

Assessing Effectiveness of Recruitment
and Retention Response Systems
Many agencies struggle to retain families despite spending a tremendous amount of planning, money, and other resources to recruit and engage them. We work with States, Tribes, and Territories to develop strategies for identifying and addressing critical issues that affect the successful retention of recruited foster and adoptive families. This work often involves:
- An intensive look at the recruitment process from initial contact to licensure or home study to placement
- Addressing gaps that lead to the attrition of families by analyzing the process from the perspective of both the agency and families

Diligent and Targeted Recruitment Strategies
We frequently work with States to help them develop strategies to meet their Program Improvement Plan (PIP) goals related to recruitment and retention. One State sought our assistance regarding their PIP goal to increase the number and availability of Native American foster home resources for Native American children who require out-of-home care placements. In response, we are assisted the State by:
- Assessing current practices for recruiting and retaining foster homes
- Helping reach out to Tribes and identify their needs in order to strengthen the relationship between them and the State
- Establishing a Native American recruitment and retention workgroup to inform the development of a recruitment plan
- Developing a statewide recruitment plan for Native American foster homes, including a focus on supporting the needs of Native families and children

Market Segmentation
We have worked with multiple States in using market segmentation to guide targeted recruitment efforts. One of our most current projects was helping Kentucky guide a team of project leaders — including state and regional child welfare staff and university partners — as they collected and shared their relevant data on current successful families with a market research firm. The State then used the analysis of the firm’s research reports to develop specialized marketing methods aimed at reaching particular audiences in designated areas. We recently heard from Kentucky that they’re making great progress.
