Information on Interstate Compacts
Interstate compacts are agreements between and among States that focus on one issue and generally include policies, regulations, and standards agreed upon by its members. Interstate compacts are not federal law, but States that exercise joinder in the compacts do so with the permission and authority of their individual State legislative bodies.
Interstate Compacts on Adoption and Foster Care
There are two interstate compacts for adoption and foster care that exist to help States streamline the process of complying with federal laws against using jurisdictional barriers as justification for delaying or denying permanency for a child. These compacts include the:
- Interstate Compact on the Placement of Children (ICPC)
The Interstate Compact on the Placement of Children (ICPC) establishes uniform legal and administrative procedures governing the interstate placement of children. The Association of Administrators of the Interstate Compact on the Placement of Children (AAICPC) is the official regulatory body for ICPC.
- Interstate Compact on Adoption and Medical Assistance (ICAMA)
The Interstate Compact on Adoption and Medical Assistance (ICAMA) governs the delivery and payment of medical services and adoption assistance subsidies for children with special needs who are placed in interstate adoptions. The Association of Administrators of the Interstate Compact on Adoption and Medical Assistance (AAICAMA) is the official regulatory body for ICAMA.
