These resources apply to non-military families residing outside of the U.S. They do not apply to U.S. residents seeking to adopt a child internationally. If you are a military family, please see our adoption resources for military families. Both U.S. citizens and non-citizens living outside the United States are eligible to adopt from U.S. foster care. Two agencies can assist you with the adoption process (licensing and service fees may apply):
